Normally the buttons and touchscreen do control the volume so something is def wacky. Maybe try restarting a few times - shutting down - changing clock faces. But would not do a reset to factory unless feeling lucky. Some have reported that has bricked their device. Failing that would contact Tech Support and see if they can get it to work properly. If not they should replace it right away.

Really there is no need to suffer in Frustration - simply call Tech Support at 877-623-4997 and get your Ionic replaced right now while you can
Many have followed this straightforward advice and now have a replacement Ionic - we all should have “zero tolerance” for any defective Ionic
