I have not been able to connect to the APP all day. I have removed devise and reloaded it. Same with the APP. Now I have forgot the device from the APP and now it has located my watch but won't connect.
I am not having any other troubles with my other APPs or phone.

I resolved the issue by completely shutting down the watch and restarting.
