My partner's Luxe 3rd shows time 3 minutes behind her iPhone, which shows the correct time, even after it finishes syncing. The difference is so small that it's not a matter of time zones, I suppose. Did anyone experience this type of issue?

Hi, welcome to the community forums @MitsuU.
Thank you for taking the time to share this information with me regarding the difficulty with your Luxe.
I'm not sure if you are still experiencing this situation.
Please try to turn off and then on automatic time zone and restart the tracker as indicated here: How do I restart my Fitbit device?
In addition, try to sync with the Fitbit app as syncing fixes this kind of issues normally.
If syncing doesn't resolve the inconvenience, try set to a different time zone and sync, then set to the correct one and sync again.
