New Luxe won't charge

Bought brand new luxe.  After many tries with various USBs via wall.plug and laptop was able to charge up to 52%.  Can't get it to charge more.  Can't even tell if it is in charging mode.  Read all the tips and trips in the support area.  Does this mean I have a faulty Luxe?  Very frustrating as my other fitbit died.
