Why doesn’t my Fitbit track all my steps when I use a treadmill? It catched about 75% or less. So I have to use a pedometer. Is there a reason?

Steps when you are holding hand rail with fitbit wrist likely are not counted, and there distance also is measured short.
Fitibt cannot detect steps directly, but only from the swinging of your arm as when walking so when wrist is held firm o handrail, steps are not detected.  But you should still be getting heart rate detected, so getting calorie burn and Zone Minutes.

This is a common problem, also often seen pushing a shopping cart or baby carriage.

You have a few options:
Try only holding hand rail with non-fitbit wrist, only if you feel safe doing so.
If you put your fitbit in a pocket, you will probable get good step count, and therefore distance, but will not get heart rate for that time, losing out on calorie burn and other associated measurements.
