trouble connecting new luxe to app

My old fitbit luxe stopped working so I bought a new one and I'm having trouble connecting it to the app after charging it. I removed the old device from the app/dashboard, but bluetooth is not seeing the new luxe device. Please advise!

Hi @3genhomemom.  This might or might not be the issue.  Did you remove the original Luxe from the Bluetooth list in your phone settings?  I never replaced a model with an identical model.

Yes, I removed the old fitbit Luxe from the bluetooth list in my phone setting. I also tried a factory reset on the new fitbit just in case that was it. But afterwards the phone is still not detecting the new fitbit Luxe. 

I don't want to lose the data on the app so I'm not deleting the app.  

Any other ideas?

Here's what I have done so far:
I updated my Fitbit App.
I removed my old Fitbit Luxe from bluetooth.
I removed my old Fitbit Luxe from the Fitbit App.
I charged to 100% my new Fitbit Luxe.
I added the new Fitbit Luxe to the Fitbit App.
I restarted my iPhone.
I turned bluetooth off and on again.
I tried rebooting my new Fitbit Luxe.
I still do NOT see any "pair device" option after I added the new Fitbit Luxe to my Fitbit App account.
