How do I know when my battery has recharged? Fitbit Flex

When the battery is fully re-charged you will get the five dots pulsing on the fitbits's small screen. You then know that the fitbit is fully charged.
You can also tell by logging into your dashboard while the device is charging and it will show "Full" on screen when done..

I want to travel to Thailand with my Fitbit HR but not with my iPhone (to avoid international charges). How can I tell when the Fitbit needs recharging without a mobile or Internet-accessible device?

I'd suggest that you charge for a short period of time every day. Say, in the morning when you're having a shower and getting dressed. You might lose a few steps, but it should be enough. If you've got some time before you go, try what you plan to do for a week and see if it works

Hey @miriamc! Just want to give you a friendly reminder that your tracker will hold minute-by-minute (in other words, extremely detailed) data for up to 7 days. Here's a great article for tips when traveling with your tracker.
@A_Lurker such a great idea to charge a little bit each day, or every other day at the least. This way, you know that even if you're using your tracker a ton, it won't run out of battery!

Not what you asked, but I would travel with the phone anyway. First, you can disable data when on 3G/4G, but you would still be able to use WiFi (many hotels, cafés etc. provide free WiFi). You also be able to take photos with your phone (it’s often more convenient to carry an iPhone than a dedicated camera). And even if you don’t make calls (in order not to incur international charges), you can still be joined in case of emergency. It may also be possible to buy a cheap pre-paid SIM card for local mobile internet access if you need it.
