Yes, it is!
Go to your profile settings at https://www.fitbit.com/user/profile/edit and you can choose between a 12 or 24 hour clock.
Once chnaged and saved the next time you sync your One will be updated.

Hmm. Mine is also having that problem. I guess they have an issue at the moment. Hopefully it'll be fixed soon.

weirdly it still doesn't work for me. Glad you're sorted though. It seems that some platforms are affected and not others and now it would appear that it may come and go. I have let fitbit know.
