On a hot day about two weeks ago I jumped into the river for a quick swim (like a jump in and out), and realized immediately I had my fitbit one on. I did dry it out, not with rice, but it seemed to be dry and was still functioning properly. However, I have attempted to charge it, and it still charges. But the battery dies very quickly -- am I completely hooped?

Welcome to the forums!
Sadly probably it is dead. You should of used the Rice as it would of helped with what got inside the device as well

They usually totally die with water immersion. Since it is actually working, the battery problem might be unrelated to your swim. Try restarting 3 or 4 times (plug it in and hold down but 10 - 15 sec until logo appears) and see how it goes.

Interesting! I will try that. It still has power on it -- I'm charging it again right now. We will see. I did contact support and they gave me a discount that I can use for the next 30-days if this does not work. Fingers crossed.
