I have tried all the recommended steps (short of adding it as a new one) in order to sync my fitbit one with my android app on Samsung s4 and on my Windows PC. Nothing has worked. I am seeing a lot of comments on here the last several days with sync issues. Is there a known problem or should I go get a new fitbit? Do fitbits just stop syncing? Mine is from 2012 and appears to be in working order...

I assume you've tried restarting your One as one of the recommended steps. However, this is known to not always work so it's worth trying that again a couple of times:
