Ok, so I recently found my Fitbit One after about a year without use. I am trying to get back in shape and I have lost the wifi dongle, but I do have the charger and the iphone app. Do I need the dongle to use my Fitbit? Thanks!

You do not need the dongle. Just download the Fitbit App and log in (make sure you use the same username/password as this account). This is assuming that you have at least an iPhone 4S (4 and its predecessors don't have bluetooth 4.0).
...and just for reference, if you have Windows 10, you don't need the dongle to sync anymore either. It syncs through just bluetooth (and the Fitbit App).

what if my smartphone is not connecting via bluetooth but i have the dongle to connect with my laptop? will it work on my smartphone if i have the same username and account on the fitbit App? will it sync on my smartphone through having the same username?

Yes, as long as you're finding a way to sync, you're fine. This is the way it works. Syncing collects information from your Fitbit tracker and pushes it to the Fitbit servers; this is true whether it happens to be a laptop or a smartphone. Looking at your stats through the Fitbit App (logged in to the same account) or web dashboard, merely reflects the data that is on the server.
So to answer your real question. Yes, you may still use the Fitbit App, but it'll only reflect the data from your last sync. If that happened to be this morning at home where your laptop is, then it's not going to show you updates throughout the day.
