So, I've been interested in using a fitbit for a while, but I have no interest in wearing one on my wrist (I don't like smart watches either, when I wear a watch, I like a traditional watch). My wife hasn't been using her Fitbit One, so I decided this weekend to take it and use it myself. I previously hooked up the Fitbit app to the Mobile Track on my iPhone.
This morning I was getting the kids ready for school without the Fitbit on. When I grabbed the Fitbit before work, I noticed that it had nearly 1800 steps on it already (about 40 fewer than the app had gotten from the Mobile Sync, so pretty close to that number). Now I've seen that Mobile Track will keep uploading its data to the Fitbit app, but does the app then upload the data to the Fitbit itself, so the Fitbit shows that it's gone a similar number of steps or is something else entirely going on with it?

Yes, the Mobil Track steps will make their way to the One when it syncs. If you don't want to use Mobil Track remove it from your account like any other tracker.
