is there an inactivity setting for the fitbit one all I can see is the silent alarms which is not really appropriate

No, I'm afraid the One does not provide the hourly step activity tracking feature recently introduced to other fitbits, nor does it provide the "reminder to move" alerts, which is only available on the fitbit Alta.
