Microsoft Surface, Windows 10, cannot update Fitbit One firmware

I just installed the Fitbit app on my Surface.  It detects my Fitbit One, is able to sync with it no problems, both with the USB charger and with Bluetooth.

 

But when I click the "Update Your Tracker" button in the app, it starts with "Looking for tracker" for about 10 seconds, then says "Updating tracker" but less than 2 seconds later I get "Could not complete your Fitbit One Update" with a "Retry Update" button.

 

I have reset my One, rebooted my Surface, uninstalled the app, re-installed the app, tried the same steps using a Android phone with the same results.

 

I'm back to using my Surface.

BTW: current Fitbit One firmware version is 6.46
