Phone app resets One to lower number when syncing

My One records steps but when I open the app and it syncs to the One, instead of raising the number of steps to reflect what WAS on the One, it lowers the number on the ONE to what was in the phone app. It is the Android app. 
I uninstalled the app and reinstalled. I rebooted the ONE

I logout out of the desktop site....

 

NOW what?
