Dongle lost in move.  Is there a certain dongle for the One.

No if you have another dongle it will work

 

Otherwise buy in store or Amazon

I believe my dad has the Fitbit Charge but we do not have the dongle; I do have a dongle for the Fitbit Flex, can I use that dongle?

You can use that dongle, but you probably don't need to.  The Fitbit One syncs just fine through bluetooth if you have either a smartphone or (Windows 10 and bluetooth).
