CHARGE 3 NOT WORKING PROPERLY

My fitbit stopped working last night. It was fully charged yesterday morning. It is now fully charged again but the battery is draining super quick and the green light for tracking heart rate is not working. I've reset it multiple times. Everytime I restart it I get a higher battery percentage but heart rate still doesn't work. 

HELP!
