Charge 3 boot loop?

Earlier this evening I noticed my watch had the fitbit logo and the numbers 001 along the bottom. The watch was unresponsive.

 

I searched the fitbit community and seemed the advice was to restart the watch by plugging it in to the power cable and holding the button on the side for 8 seconds.

 

After doing this, I got the smiley face and thought all would be well, but it seems to be stuck. It seems to try and restart a few times, and then a progress bar appears but doesn't progress. Then it goes back to restarting a few more times. Eventually it gives up and just shuts off. I can begin the process again by taking it off and back onto charger and holding the button again, but it just goes back to the same loop and eventually shuts off again.

 

The app can't communicate with it.

 

What should my next steps be?
