I have an A51 4G cell phone through straight talk. I have done all the steps to have the two systems sync. Turned both off and on turned off bluetooth back on. Unpaired and repaired the devices. Is the charge 3 compatible with the A51 4G cell phone? I have not had any problems with other straight talk phones.

Thank you for the information and for the troubleshooting steps you've tried! Note that if your mobile device meets the requirements listed in this link, it means that it is compatible with the Fitbit App and it should work correctly.
If you confirm the compatibility and your Charge 3 still doesn't vibrate with notifications, please make sure that the DND (Do not disturb) option is enabled on your Charge 3. When the do not disturb setting is on, notifications, goal celebrations, and reminders to move don't cause the tracker to vibrate or the screen to turn on.
