I am unable to pair my Charge 3 with the smart lock option to have Charge 3 unlock phone. Charge 3 does not appear as available device to pair. My charge 3 device and the phone app do sync.

If you are having problems pairing your Fitbit, I recommend taking a look at the help article: Why can't I set up my Fitbit device? and follow the instructions provided there.
About the unlock with phone message, are you setting up Fitbit pay? If so, follow the steps in the article: What should I know about Fitbit Pay?.

I'm having the same issue with the smart lock feature on my new Motorola phone and Samsung tablet. Has nothing to do with Fitbit pay. Deals with keeping the phone and tablet unlocked while in proximity and connected to the Fitbit tracker. The data syncs across devices but in the smart lock screen, the Charge 3 doesn't show up as a bluetooth device. It has in the past and periodically it would lose the connection but I could always reconnect. Not anymore.
