Charge 4 Notifications Off Message

The message "!Notifications are off. Tap to set up".  I don't want to have Notifications on, but the message is persistent, I need Notifications on.  I have tried everything. 

 

This message is covering up where the syncing msg and battery level used to be displayed.

 

This is p****ing me off.  Help please.
