I just got new charge 3, when It turn on, showed only the website to set up on screen, cannot do anything!!!

That message is all your fitbit will show until it has been through the setup process that connects it to your phone.
Have you been through the setup? If not, here's a guide: Help article: How do I set up my tracker?
If you have been through the setup and it is still showing that message then I would try adding it to your fitbit account again which will hopefully reconnect it.

I had problems with my 1,5 year old charge 3, after live chat they sent me a new one, but it do not work... I attached the charging cable and nothing happens, the screen is black. I have tried to restart it, but nothing has appeared. Only when I touch the button, it vibrates but the screen is black.
