My brother-in-law received a Charge HR some time ago and did not use it.  he passed it on to me, but I do not know how long it was dormant.  I downloaded the user manual and got it set up, but it needs to be charged every day.  Does a reset of some type fix this?

Not usually. When a lithium ion battery has been left in a discharged state for a period of time it can become permanently damaged.
