Well, well. What a surprise. I think Version #4.02, released 16-Oct-23, has corrected this problem which has been reported on several different Fitbits for some years. 
Active zone minutes are now displayed as a histogram & there are now no spurious minutes displayed in the early hours of the morning.

This has been reported by many users with no acknowledgment of a fault. So I’m glad it’s been corrected, but no points for communication nor empathy.
