"www.fitbit.com/setup" is the only thing that shows up on the watch display; tapping the screen or pressing the "BUTTON" does nothing.  It does not track anything.  Please advise.

That message suggests that, somehow, the fitbit has been disconnected from your fitbit account. That message is all that it will show until it is reconnected by going through the setup process again.

 

From the main dashboard screen in the app, select your profile image at the top left to get into your profile settings and then select "set up a device". This will step you through the setup process.
