Fitbit Inspire won't scroll

I have tried the reset, pushing the button down for 8 seconds.  I feel it vibrate, and let go after 8 seconds and it does restart with the smiley face, but that still won't fix the problem. I have done this 4 times now.

It won't scroll up/down, left/right to any of the other screens. I have removed it from my app, changed the clock face, reconnected to the app, etc and nothing seems to work.
