I had my fitbit hr for along time now. 

All of the sudden it's asking for Bluetooth which I never ever got with my fitbit hr.

Plus the Bluetooth won't fit into my tablet because it's made for computers not tablets or phones.

I have been restarting it for the 2nd time and still asks for Bluetooth. 

So what Bluetooth are they talking about? 

I have read all comments  from moderators and none of it makes any sense.

It needs to connect to your phone's (or other device's) Bluetooth to communicate with it.  Turn Bluetooth on on your phone and let it search for your tracker.  Good luck with that; many people are having mega-problems syncing lately.  So yours may be having the same kind of problems.  ???
