Inspire HR - 2 different step counts

When I click into my fitbit app, my dashboard steps and clicking into my step count data for the day, the steps don't match. No matter how many times I manually sync. The dashboard steps are correct with my watch but when I click on the step count it never syncs with the dashboard step. There have been many times where my watch says I hit 10,000+ steps and my fitbit dashboard matches my watch but when I click into my step count it says I hit just below of 10K. So now when I go to previous step counts it only says I hit 9,000+ and not 10K which i know I did. My dashboard steps don't match my step history data and it bothers me! My fitbit is up to date, so is my phone, I've un-installed and reinstalled the app and restarted my phone. Nothing seems to be working. Is the app malfunctioning?

@JasminR93 , A warm welcome to the Community! Thank you for your message and the pictures shared. 
You might have MobileTrack on .

Please on the Fitbit App tap on your devices icon (upper left corner) You should see only the Inspire 3 listed there. 
If you see the Smartphone option listed, it means that you have Mobiletrack active.

MobileTrack uses the phone's sensors to count steps. This is for when you have left your Fitbit at home (e.g. while charging). Please make sure MobileTrack is not activated.
It may happen that the steps recorded with the cell phone overwrite those from your Inspire 3.

In the Fitbit app, tap the devices icon (top left corner). There you will see the devices linked to your account. If you see the Mobile Device  Active(Smartphone)  option, tap it and remove it from the account.

There’s lots of issues with the app with users having similar issues with step counts. The fixes they give don’t work. Steps are being consistently reduced by the app overnight. Time someone looked at this in more detail it is an issue with the app. If you search steps reduced or similar you will find previous posts.
