Will the Inspire HR tell you how many steps are left in the hour to get to 250? For instance, on my Charge 3, I can tap it, and it will tell me how many steps I have for the hour, or if I've completed my steps for the hour. Will the Inspire do that as well?

Yes, the Inspire HR gives you the similar information as the Charge 3 for that, by scrolling down from the clock face.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
