I've just realised that my inspire HR counts steps everytime I move my arm, not everytime I actually walk. How can I fix this?

It's not something that we can fix completely. Your fitbit - like any wrist-worn tracker -  tracks steps by detecting movement of the tracker i.e. your wrist, and then deciding whether that movement was the result of a step or just random arm movement. It's not a precise science and sometimes it gives too many steps, sometimes too few.
