I am having the same issues of not being able to connect/pair the Fitbit Inspire HR device to my Samsung Galaxy 8 OR my daughter's Amazon Kindle Fire 8 tablet.
I am also having trouble using the Fitbit app and trying to setup the new device.
I have followed the above steps (1 & 2) but then I get kicked back to the screen that shows option #1 of setting up a new device with the little plus sign. I have gone through this cycle of trying to setup the new device using the app, then selecting the type of device we have (Fitbit Inspire HR) MULTIPLE TIMES and nothing is helping. I have restarted both the phone and tablet that I am trying to set it up on as well as uninstalling and reinstalling the app.
Is there a fix for this? My daughter used her Christmas gift card money to buy this Fitbit and it has been a disappointing experience thus far.

Sorry to hear that your daughter is unable to set up her Fitbit Inspire HR. Currently, Amazon Kindle Fire 8 tablet isn't a supported device, Fitbit is always testing new devices and adding them to the list.
Since you mentioned that you're trying to set up an account for your daughter, you could create a child's account for her. Learn more about it by checking these articles: How do I manage my Fitbit family account? and How do I get started with Fitbit kids devices?
