Last night I tried to change the clock face. Picked one, the little "waiting" circle just spun ... over and over and over. Shut down, tried again. Same thing. Tried this morning. Same thing. Both the PC desktop app and the phone app. Is there a known issue with changing the clock?

In the meantime I receive your answers, please restart your Inspire HR, check the information that's specified on: How do I change the clock face on my Fitbit device? and try the following steps to troubleshoot the Fitbit app:

Identical to the original poster, I select a new clock face from those available by tapping it, but only the revolving in-progress circle appears. The same behavior results if I try to select any of the 5 apps that show up under "My Apps" in the apps tile. I'm looking for a large clock face I can read without bifocals, such as the "Minimal Deco" or the "Just Time" to replace the "Post Analog" face, however it matters not which clock face I select; none of them behave differently.
I have an old phone, Galaxy S4, which is as high as it goes in Android rev level, so I bought a Windows 10 PC, installed Fitbit app there, turned the phone off, and synced the Inspire HR with it, checked for the latest revisions best as I was able, but the result was exactly the same trying to change the clock face or select apps: Revolving wait. Both the old phone and the new PC have no issue showing the stats the HR collects.

I have Windows 10 on my PC. The restart didn't make any difference. Will try uninstalling and reinstalling the app,
Update: Just finished the update on my phone app. Picked the clock face, got "Unable to connect to Inspire HR." The phone was about 4" from the fitbit. My phone no longer recognizes my fitbit.
Update #2 - finally got it. 🙂

Instructions say "Change the clock face: A variety of clock faces are available in the Fitbit Clock Gallery. To change your clock face: 1. With your tracker nearby, from the Fitbit app dashboard, tap the account icon> Inspire HR tile. 2. Tap Clock Faces> All Clocks. 3. Browse the available clock faces. Tap a clock face to see a detailed view. 4. Tap Select to add the clock face to InspireHR."
However, it just cycles and cycles when I click the clock face, won't even show "the detailed view" mentioned before getting to click "select" both on phone and Windows 10 app. Phone is not android 7, is android 6, so understand there, but Windows 10 is up to date. Just installed app. Have restarted watch. Please help. Selecting owl clock face.

I gave up. Bought a new phone and a Garmin. The Garmin is readable day or night without bifocals. Clear in full sunlight too. No need to shake my wrist - the display is always on. GPS works amazingly.
