What is the best Fitbit for cycling?

If you don't want to carry your phone with you, I would say Ionic or Surge as they both have built in GPS. If you don't mind taking your phone with you, the following devices can connect to your phone using connected GPS - Versa, Blaze and Charge 2.

 

Obviously if you only plan to do stationary cycling (indoors), GPS will be of no use. So in that case I would recommend any of the HR enabled trackers that support multi activity tracking.

Thank you for the tips. I am new to fit bit as I'm using a coworkers old one right now, and love it, but it doesn't do much. 
I've cycle outdoors to fundraise #riding4rett and, at nearly 60, I  just want to be sure to maximize my efforts.
