My heart monitor reading is low. For example a 20 minute work walk where my heart rate will be in the 130's at peak and I get in around 20+ 'active' minutes is now 104 bpm max and 5 zone mins. It did this for weeks in the summer then suddenly went back to measuring more accurately. Restarting it, reinstalling the whole thing and a fresh charge aren't working. Advice? It's messing with my stats. My resting rate is suddenly 53 (it's usually 58).

Before considering other options, I recommend that you try to clean the device as indicated here. Besides that confirm the restart procedure as indicated here: How do I restart my Fitbit the device.
In addition, please follow the instructions in this article to improve the accuracy of heart rate information and check the information mentioned here about other factors that could affect your heart rate reading.

Thank you for responding. I deleted the device off my phone, readded and rebooted everything and it appears to be monitoring normally again today. Active minutes/heart rate appears consistent. A bit annoying to have to it periodically but it seems to have done the trick this time.
