I had loads of issues with notifications originally with my FitBit Versa, this was on MIUI 10 however. Took me ages to get them working correctly, so below is the fix i went to get it done Settings > Apps > Mannage Apps > Fitbit > Enable Autostart > Check all App Permissions > Other Permissions > Enable Notifications > Set Battery Optimization to No Restrictions > Restart Phone, and FitBit Versa times
