I have been trying for 2 days to change the time format on my Fitbit Versa. I go to my settings on the Fitbit home page, change the time format and click submit. I log out of Fitbit but the time format does not change. I have also tried resetting my Versa but still the time format will not change.

I wonder if it could be your clock face not supporting 12 & 24 hour formats. If not using a Fitbit clock face, worth a try to change to one of the Fitbit ones to see if that works.
