Hi,
When I turn off the Heart Rate Monitor from the Settings, the green light is still active and flashing when I place the watch on my wrist? I would like it to stop when it is turned off. Is there a way to turn it off permanently?

I'm afraid not. For some reason fitbit designed the heart rate lights to remain on:
"Note that the green LED on the back of Versa continues to flash even if you turn off heart rate tracking."

Is there a reason why it's doing that, even though we are not using that functionality? To me that feels like a waste of battery life, when you need to conserve it as much as possible. I think there are some users (me included) that do not feel comfortable having a green light beamed directly onto the body as well.
How come Fitbit is not providing an update to fix this issue?

As it's working in the way they designed it to, they probably do not view this as an issue to be fixed.
It does seem a strange design choice as other fitbit models do stop the lights when heart rate monitoring is turned off.
You could create a feature suggestion to change the way this works in the dedicated area of the community at https://community.fitbit.com/t5/Feature-Suggestions/idb-p/features
However, feature suggestions, even if accepted, rarely happen quickly so if the heart rate lights are an issue for you then perhaps fitbit is not for you.
