To better assist you, please share more information about the issue you're having either with the Fitbit app or your Fitbit device. If your Versa 3 has ran out of battery and it refuses to charge, please see Why isn't my Fitbit device's battery charging? 

Nevertheless, if your phone is unresponsive, please try the suggestion provided by @Guy_.
