I believe that is the second half of the Fitbit watch face you are using. It is the really simple one with the time and heart rate with steps On the display with the black background. When you tap on the watch face it brings you to that second watch face. Not sure why it keeps displaying it without the main watch face first. You can try changing out your current watch face or restarting your versa to see if it helps.
