I've searched for "mobilerun", "mobile", and "run" via the FitBit smartphone app; no results found.

Open the fitbit app - tap the exercise tile - in the top right hand corner there should be a stop watch icon (tap that) - welcome to mobile run Robot Very Happy

Does this track, or compare,  heart rate data?

@ThetaRoss As I am sure you found by now; It does not track heart data. There are no continuous phone sensors for that metric as far as I know.
