Track steps when mowing/pushing stroller using GPS

If you start a walking exercise and have GPS enabled, if the watch isn't counting steps because you're holding something, the exercise/GPS should be able to estimate steps. Currently, the watch/app is ignoring the GPS and exercise if it's not registering steps.

First Steps

I see the same issue with my Pixel 4 watch. I previously owned a Samsung Galaxy watch.  It had no problem tracking my steps when mowing the lawn. I've also noticed that my Pixel 10 phone is tracking the steps in Health Connect but the steps tracked by the phone aren't communicated to the Fitbit app and subsequently don't show up on my watch.  I've cleared cache in Fitbit on both devices and double checked the settings in Health Connect.
