The app is being rejected because Fitbit team said there is some issue with the app:

I cannot replicate the problem on my ionic watch, could someone try to run this and let me know if there are any issue?

If your app only works in HongKong, the testers might have rejected because they can't test it there.

Perhaps you need to add a "TEST" mode for them.
