This is very open ended - you are likely to get better responses if you provide more details.
Developers are not one size fits all - they each have different strengths and interests. Providing more detailed information will help developers decide if they are interested or not.

Thank you for the response. I would like to add to this. I was very vague in my inquiry. I work for a very large industrial company(fortune 500) with safety in mind. I would like to use Fitbit on the safety side of our industry but what's offered is not adequate but not impossible. I have been looking over products and what I've seen the tech is there but not in one device. The idea I am offering is for the Individual but as something companies would purchase for employees to use while at work.

This is what I am after I need 20 plus units connected to a main system that is able to identify each unit separately monitoring certain conditions like heartbeat, stress indicators, body temp, and other features. The best connection method would be wifi.

Each Fitbit device needs to be paired with a Fitbit account and used in conjunction with a mobile phone. Historical data from the devices can be accessed via our Web API, or potentially in real-time to a server, but it still needs to go via the mobile phone.

You'd probably be best building an early prototype using the Fitbit SDK, keep the scope of your project small to start. Focus on how to get the safety information of one person in that scenario Fitbit could be a great way to validate your idea. Just remember before reaching out to a manufacturer you want to follow the proper entrepreneurial model.
1. Find a problem
2. Figure out a solution
3. Validate your solution with research
4. Get market validation (this cannot be overstated)
5. Develop a basic prototype
6. Get market validation AGAIN! (THIS CANNOT BE OVERSTATED)
You want to build your product market fit through tedious research, this goes beyond asking friends and family. You need to go on the street and ask strangers, talk to people in the industry at all levels, talk to people that you don't think the product is relevant to because you'll either get an unbiased opinion or you'll find a whole new vertical to explore for your product.
In terms of building a basic prototype, the Fitbit Versa is my go to recommendation from a cost:power analysis and if you don't have any experience programming learning on the Fitbit isn't too difficult when you have this community plus plenty of JavaScript and CSS tutorials online.
