Hi. According to the documentation available, best practice is to stop sensors when the display is turned off. That being said, if a sensor is stopped, does the sensor stop completely and no longer sends/syncs data to the connected device (i.e. my phone).
Note: I am asking this in regards to clock face development.

Good question!
When your clockface 'stops' a sensor, it's really only disconnecting itself from the sensor (ie, so that sensor events won't be dispatched to it). Sensors that need to keep running for other reasons (eg, heart rate) will continue to run; sensors that aren't otherwise needed (eg, GPS) will be powered down.
