GAM setup fails to find paired device

I logged into GAM with my google account which is paired with an Inspire 3, but got this error message which prevents me from going any further:

You need to have a Fitbit watch paired to your Fitbit account before you can submit your app for distribution. Please associate your watch to this account and try again.

@cardioload Inspire 3 can't run user-developed apps because it isn't a smartwatch running Fitbit OS, so the SDK doesn't apply to it. You can use the Web API, though.
