Is there a web API that I can get the date-time logs on when a Fitbit is on/off wrist? Thanks.

Another way to recognize such periods on an Ionic is to constantly read the HR sensor.
If you get zero values or error, then the watch is off the wrist.
It does not drain the battery, because the HR sensor is everytime active.
The API just connects to this device and share the measured vales.

Not as such, but there will be no intra-day heart-rate data during such periods.
