Is Beta firmware still required to develop apps?

Now that the 27.31.1.16 firmware was released and the apps and clocks are available.  Does one still need to install beta firmware on their ionic in order to develop apps?  I'd like to dabble in this, but I want to stick to retail firmware as I only have the one watch.
