Issue about paring Fitbit watch and Fitbit account

I am studying how to use Device API to collect data in a research study. I followed the "Getting Started" page step by step. The session "Using a Fitbit OS Device" asks me to login to Gallery Admin and accept the Fitbit Platform Terms of Service. After I went to the "Gallery Admin" page and clicked the agree button in "Fitbit App Distribution Agreement", it showed that "You need to have a Fitbit watch paired to your Fitbit account before you can submit your app for distribution. Please associate your watch to this account and try again."

However, when I checked my account at https://www.fitbit.com/settings/device, my device Inspire 3 was actually listed under the Devices session. I don't know why it claimed that my watch was not associated to my Fitbit account. I'm wondering if someone knows the solution. Thank you!

I just realized that the device API works for watches with Fitbit OS 5 and 4 (https://dev.fitbit.com/build/guides/multiple-devices/), and the Inspire 3 is a tracker.

Is is true that we are not able to extract sensor data (e.g., accelerometer) from a Fitbit tracker like Inspire 3? Thank you!

Basically yes, it's true. But you can access data from the Web API, which includes heart rate.
