Is there any way to get raw pulse waveform values from the Heart Rate Monitor?

No. The best you can get is heart rate snapshots every few seconds.

I doubt it. I don't think the hardware samples rapidly enough to enable sub-beat measures of anything to be meaningful, if they're possible at all.

I cannot find any details but the HRM sensor on Ionic is supposed to be very good and current PPG sensors are easily doing 30-50Hz sampling. Thus in my opinion hardware should not be a problem.

Unfortunately the raw data from the sensor is not exposed via the SDK. While I can't comment on the future roadmap, you can submit a feature request here https://community.fitbit.com/t5/Feature-Suggestions/idb-p/features/label-name/sdk/tab/most-kudoed
