Valid devices to test applications

In this post: https://community.fitbit.com/t5/SDK-Development/Companion-not-starting-in-simulator/m-p/3239171/thre..., I learned that you can't combine a physical device and the simulator.  Are there other combinations that are not valid? 

I getting the same error - no response from the companion using my windows 10 notebook.  Is a windows notebook a valid device to use as a phone?  It has the Developer Bridge option...
